This happens even if puppies are not exposed to people that much. Puppies cannot resist people.
Wolf pups raised around humans tend to ignore people. Humans took the nicest and gentlest of the wolves and bred them. More than 14,000 years of wolf domestication resulted in dogs. Their bodies and brains changed. Puppies are more likely to explore objects near people as well. Even if caregivers raise wolf pups and sleep with them, wolf pups still do not look at humans in the eyes that much. Puppies who have not been around people still take cues from the eyes of people.
